Tri-Valley Down Payment Assistance Program

The City of Livermore and the Tri-Valley Housing Opportunity Center announce the launch of the Tri-Valley Down Payment Assistance (TVDPA) Program for qualified First-Time Homebuyer applicants seeking to purchase a home in the Tri-Valley. The Tri-Valley Housing Opportunity Center (TVHOC) is the administrator of the program.

Through the TVDPA Program, the City of Livermore will provide low interest, $15,000 down payment loans to creditworthy first time homebuyers with household income equal to or less than 120% of the area’s median income. As its highest priority, the program will assist families currently living or working in the Tri-Valley cities to purchase homes in Livermore, Dublin, Danville, Pleasanton, and San Ramon.

Families and individuals interested in the TVDPA should fill out an application for down payment assistance and contact the TVHOC.

TVDPA Program Summary

 Buyer Qualifications:

  • Household Income may not exceed established Income Limits
  • Applicant’s own funds equal to 3% of purchase price, on deposit in buyers account for a minimum of three (3) months, for use as down payment.
  • Have at Credit (FICO) score of 660 or higher
  • Must be a First Time Homebuyer
  • Have a backend debt-to-income ratio less than 40%
  • Complete a HUD Certified home buyer education class

 Loan Terms:

  • $15,000 cap
  • 2.5% simple interest, 15 years
  • Deferred payments years 1-5
  • Amortized, monthly payments years 6 – 20 (depending on income level)
